About this position

The Centre for Independent Living (CILT) is a non-profit, community-based resource organization run by people with disabilities, for people with disabilities. We operate on the philosophy of the Independent Living Movement which affirms the right of persons with disabilities to control their own lives and live independently.

CILT runs the provincial Direct Funding (DF) Program (www.dfontario.ca ), an innovative program that allows individuals with disabilities to become employers of their own personal care attendants. As a self-managed model of attendant services, participants on the program receive funds that allow them to recruit and hire their own staff to assist with routine activities of daily living.

To support a new two-year modernization project, we have created a number of new roles:

  • Two Regional Resource Facilitators
  • A Senior Community Facilitator
  • An Interview Eligibility Advisor
  • A Project Manager

Reporting to the Senior Manager, DF, and working closly with the DF manager team, the Project Manager will:

1. Streamline Application and Waitlist Management

  • Develop RFPs and lead vendor selection to automate the DF application process and launch a learning management system to increase efficiency and effectiveness of onboarding applicants 
  • Oversee implementation of new systems  
  • Develop & refine waitlist prioritization approach 
  • Streamline onboarding of applicants through the development of new tools and protocols to be used by CILT and our partners 
  • Develop reports to track and communicate key performance indicators for our Independent Living Resource Centre (ILRC) partners and funders 

2. Enhance Onboarding Process

  • Research and implement strategies to enhance the use of the Self-Managers Network for peer support during onboarding. 

3. Coordinate with ILRCs and Other Professionals

  • Review, refine and document the roles and responsibilities of ILRCs to ensure effective support and assessment of applicants and program participants (Self-Managers) 
  • Track and report progress made by ILRC staff to increase the number of applicants, and to speed onboarding at the local level 

4. Optimize Financial Practices

  • Clarify and document current financial roles and responsibilities  
  • Research options and/or develop an RFP to automate financial practices workflow 
  • Develop or oversee the development of a financial forecasting tool to allow greater financial forecasting, especially as the program nears capacity 

5. Monitor and Report Service Quality

  • Develop monthly communication and reporting systems between CILT and ILRC partners  
  • Strengthen internal reporting measures and mechanisms to adequately respond to supplementary data requests from partners and funders 

6. Ensure all processes are well-documented and communicated effectively to relevant stakeholders. 

7. Attend meetings with funders as required to report progress 

You bring:

  • 5+ years of experience in project management, particularly in implementing organizational change or improvement projects 
  • Experience with large projects and budgets ($1M+) and making decisions about the most effective course of action amidst multiple competing priorities 
  • Ability to plan and execute large scale project requirements and multiple recommendations within tight deadlines 
  • Ability to identify and mitigate risks
  • Ability to identify and coordinate interdependencies and details
  • Ability to set targets and measure project performance using appropriate systems, tools and techniques 
  • Experience meeting with, and reporting to, government officials, ideally Ministry of Health
  • Communication (including business writing), organization, research, analytical and problem-solving skills to effectively plan, execute and complete projects in a collaborative work environment 
  • Interpersonal skills and empathy to effectively engage with a variety of internal staff and external stakeholders and to inspire action
  • Experience collaborating with third-party vendors to obtain quotes and make informed decisions on selecting the final vendor
  • Ability to use technology such as Microsoft 365 to facilitate project planning and execution 
  • Lived experience of disability or experience receiving attendant care or knowledge of the Independent Living Philosophy or attendant services or (an asset)
  • Experience in the non-profit sector (an asset)
  • Knowledge of financial management and forecasting tools (an asset)

  • 35 hours per week, 2 year contract
  • Group benefits after 3 months
  • Hybrid work from CILT's offices - approximately once a week or semi-monthly – and from home
